Explain your answer .

Step One :

e.g Yes . Piracy has long been a problem to the traders in Singapore . There were many pirates who stole valauble cargoes from arriving and leaving merchants . It was a problem as they were always launching their attacks near the harbor . However , Singapore was also troubled by other factors , such as the coolie abuse problem and the secret societies .

Step Two :

Piracy was one of British challenging problems . There were many pirates who stole valuable cargoes from arriving and leaving merchants . It was a problem as they were always launching their attacks near the harbor . These pirates often attacked those merchants who left Singapore with a full load of valuable goods . As they were mobile (move easily from places) in the nature , it was difficult to stamp down activities completely . Should that be left unattended , safety of visitors would be andangered causing many to avoid trading in Singapore , threatening the succes of her economy .

Step Three :

However , there were other serious problems such as the secret societies issues . These secret societies often engaged in crimes , riots and illegal activities . Despite many measures taken by the British , it was never completely solved . This is because people were afraid to approach the British authority for fear that they would be persecuted by the Chinese leaders . In addition , the secret societies operate illegally despite the ban . As peace is rather difficult to achieve , trade would be threatened which would be a serious problem to the British .

Another problem faced by the British was the abuse of the immigrants . Many Chinese immigrants were too poor ro pay for their passage from China to Singapore . They were then abused by the coolie-agents who made them work very long hours but without any salary . Some were beaten up for not completing their work . The Chinese women also suffered as many were forced to become prostitutes .
